APPENDIX 1 Fixed Wireless Access

The detailed methodology for determining pricing levels was set out in our Second stage consultative document and is summarised in Chapter 3. These were based on the principle of a basic Spectrum Tariff Unit (STU) from which a value for each product could be derived, allowing for technical and commercial factors affecting the spectrum environment. Initially, STUs were developed in 2 sectors, mobile services and fixed links. It is proposed that the STU for fixed links be applied to FWA, i.e. £1.125 per MHz/km². The area of the UK is taken to be 240,000 km² but as FWA is not a mobile service, it is likely to be limited mainly to populated regions and it is proposed therefore that 50% of this value be applied to the calculations. Thus for a national allocation used in those areas, the baseline fee would be:

1.125 x 120,000 km² = £135,000/MHz

Therefore, it is proposed that the following charges shall apply, with implementation over a 5 year period commencing in July 2000:

 No changes this year are proposed for the 2.4GHz band and the 2GHz band, currently charged at £75 and £150 per assignment respectively. Further proposals may emerge next year regarding these bands.
