Q. Why are we re-aligning the 450-470MHz band?

A. Within the 450-470MHz band there is very little scope to allow new technology to be introduced or to allow existing systems to expand. To address these issues it is necessary to bring the use of frequencies in this band into line with a common European plan. This will produce significant benefits, primarily; the structure of the band will match that used on the continent leading to economies of scale in equipment. In addition, the spare capacity created will allow existing systems to develop and grow, it will be easier to introduce pan-European digital technology and continental interference levels will be substantially reduced.

Q. To what extent has interference been experienced?

A. Complaints have been received from the South-east of England but also a number of complaints from Nottingham which is further north and also the east coast.

Q. Why will I have to move frequencies?

A. This is the only and most efficient way the above can be achieved.

Q. Will I remain in the 450-470Mhz band?

A. Users will not be removed from the band but will be reallocated a frequency or frequencies within the 450-470MHz band. Users will be given the opportunity to move if desired.

Q. What frequency will I be moving to?

A. Precise frequencies are not known yet.

Q. When will I know my new frequency?

A. The RA will endeavor to give as much notice as possible, they will notify all licensees individually of their new frequency/frequencies and at which date changeover is to take place. You will know your new frequency at least 6 months before you need to change, however we will make every effort to extend this if possible.

Q. How are you planning on deciding which frequency will be allocated to which customer?

A. By utilising gaps which will be created in the band (by the migration of Home Office services out of this band) and by moving sections of the band around to create channel pairs of 10MHz spacing between them. A detailed plan is currently being confirmed and is planned to be consulted on in early 2002.

Q. Does it apply to me/everyone?

A. Re-alignment will apply to most users in the band. The only exceptions might be services assigned between 458.5 - 459.5MHz and maritime on board channels; a final decision has not yet been made.

Q. Is it compulsory to move?

A. Yes, if you are required to do so.

Q. When will I be moving?

A. General implementation is planned to start in Early 2005. Implementation before this, may be possible on a case by case basis.

Q. Is the transition on schedule?

A. These dates are estimate dates, not concrete deadlines. Because of the complex nature of the project we need to research and consult thoroughly, only after doing this will we be able to specify dates for change. At present we estimate our schedule to be on target.

Q. Who will pay for the transition, do I receive financial assistance?

A. It has not yet been decided. Any financial assistance would come form HM Treasury and this would have to be considered by looking at the overall financial costs and benefits of the project as a whole.

Q. Will I still have the same service?

A. Yes, probably better, lower interference and possibility of greater functionality due to the ability to introduce new technology.

Q. Will I be able to keep my current equipment?

A. It will all depend on what equipment you have. Licensees will be expected to arrange for the replacement or re-tuning of their equipment.

Q. Will I have to change to digital, or can I remain with analogue?

A. The restructuring of the band will give every user the chance to take stock of their technological needs for now and the future. It is expected that both analogue and digital technology will be available.

Q. Should I speak to my supplier?

A. Yes, they will be able to provide the necessary information and advice on how to make changes to your equipment.

Q. What are you doing with requests for new licenses in the band?

A. The band is still open to new applications. It has not yet been decided when this will cease to be the case and the band will be closed off to new applications.

Q. What do I do/what happens next?

A. At the moment we just need you to be aware of the forthcoming change and be as prepared as possible. Most of you will receive a questionnaire in October/November 2001 asking for information on how re-alignment will affect your business. It is very important that you complete the questionnaire as this will be valuable information to us and will be used as a vital resource to plan implementation. A consultation on timescales for the project and the proposed band plan will be carried out in early 2002. We will keep you fully informed of any new developments as soon as they happen.
