The inaugural meeting of the 450-470 MHz band realignment industry working group took place on February 8th at the Radiocommunications Agencys headquarters building, Wyndham House.
To introduce the project to the invited members Steve Limb gave a brief overview of the situation that has led us to begin planning for the realignment of the band. He then explained that the ethos of the group was to provide a user perspective looking at the practicalities of the Agencys proposed actions. The members of the group, who had all been recommended by Agency colleagues for their knowledge and experience of the wide variety of usage in the band, were asked to subject the ideas of the realignment team to a "reality check".
The group looked at the first draft of a possible band plan that Steve Limb had produced. The members of the group agreed that the plan was a useful template. It was agreed that it was essential to develop a flexible band plan that will have the capacity to deal with whatever technological changes might arise. Group members emphasised the difficulty of accurately predicting what will happen to such a rapidly changing industry within the next five years and that this flexibility was essential for the success of the project.
The Industry Working Group will be meeting again in March when, it is hoped, four further representatives from industry will have expanded the membership. The members of the Mobile Services Committee will be nominating potential new members to Hazel Canter, Head of the Agencys Spectrum Services Executive and Chair of this projects board, and they will be joining the existing working group to take forward the issues that have been identified.
The members of the group agreed to look at the draft band plan with particular regard to their area of expertise and report their conclusions and ideas to the next meeting of the group.
