10.1 The consultative document also sought views on the possible establishment of an independent advisory committee on spectrum matters and on increased access to the RA's databases.

An independent advisory committee

10.2 Views were invited on whether there should be a standing advisory committee reporting directly to Ministers. The responses to the consultative document were evenly split with many feeling that such a committee would add little to the independent spectrum reviews. The Government agrees with that view and does not intend to set up such a committee at present. The RA will keep under review the effectiveness of its consultative arrangements.

Access to the RA's databases

10.3 The majority of responses favoured more open access but there were a number of concerns about confidentiality and the security implications. The RA is keen to be as open as possible and the provision of information on assignments can help users make more effective use of the spectrum. It will continue to develop plans for greater access, subject to adequate protection for commercial confidentiality and national security and in strict accordance with the provisions of the Data Protection Act.
