What is the White Paper ?
In June 1996, the Government issued a White Paper, "Spectrum Management: into the 21st Century" (Cm 3252), on the future management of the radio spectrum. The White Paper, which may be found elsewhere on the Agency's Internet site, announced the Government's intention to introduce legislation, when Parliamentary time is available, to enhance the use of the radio spectrum by allowing more flexible, market-based spectrum management tools to be used as a complement to regulation.
More effective spectrum management will bring important economic benefits and competitiveness gains and improve the Agency's capability to meet the rapidly growing demand for radio spectrum. As a result, more users will be able to benefit from radio and the introduction of new advanced communications and broadcasting services will be accelerated.
The White Paper also sought views on detailed proposals for administrative pricing and auctions, subject to Parliament passing the necessary legislation. This note and the attached summaries outline the responses to the consultation.
