PLANNED TIMETABLE FOR 'PRE-ADVERTISEMENT'* OF EXISTING ANALOGUE LOCAL LICENCES
At the time of 'pre-advertisement', the Authority invites 'declarations
of intent to apply' for the licence. Prospective applicants have around
one month following this 'pre-advertisement' to express their intention
of applying for the licence if re-advertised. This 'declaration of intent'
must be accompanied by a cash deposit (specified at the time of 'pre-advertisement'),
which is refundable upon submission of an application for the licence
when it is subsequently re-advertised. If the only declaration of intent
received is from the existing licence holder, the licence will not be
formally re-advertised. Instead, the licensee will be asked to submit
an abbreviated application for the licence to be re-awarded for a further
eight years, provided that the statutory requirements are met. However,
if any other party submits a declaration of intent (or if, for whatever
reason, the existing licence holder does not), the Authority would then
re-advertise the licence competitively. At that stage, it would be open
to anyone (i.e. not confined to those who had submitted a declaration
