All applications for local and national licences must be accompanied by a non-refundable application fee. The fees for each category of licence are: Local Licences:
National Licences:
Licence Fees 2. For local licences the Radio Authority will charge fees on the basis of the adult (aged 15+) population coverage for each licence area (see 5 and 6 below). 3. Local Licences - FM The current fees for services are: Population Coverage Fees (per thousand adults) Up to 100,000 adults £2.14 per annum Next 300,000 adults £4.28 per annum Next 600,000 adults £8.57 per annum Above 1,000,000 adults £13.84 per annum 4. Local Licences - AM The current fees for services are: Population Coverage Fees (per thousand adults)Up to 100,000 adults £1.43 per annum Next 300,000 adults £2.85 per annum Next 600,000 adults £5.72 per annum Above 1,000,000 adults £8.57 per annum 5. The coverage area population will, in the absence of measured coverage area data being available, be determined by the Radio Authority on the basis of predicted coverage, and will remain in force unless or until an acceptable survey of achieved coverage has been undertaken. 6. Fees for local licences offering a service, the output of which is directed substantially at listeners whose 'mother tongue' is a language (or languages) other than English, will be based on the Authority's estimate of the 'relevant' adults within the coverage area, and charged at a flat rate equivalent to the highest rate contained in the tariff table for local licences. 7. Licence fees for local licences are payable quarterly in advance, and by direct debit. 8. National Licences: FM £507,000 per annum AM £314,000 per annum 9.

All applications for the local and national service providers licences must be accompanied by a non-refundable application fee. RESTRICTED SERVICE LICENCES 22. Applications for restricted service licences must be accompanied by a non-refundable application fee. Licence fees will become due immediately a licence is granted. Application Fees 23. The fees for each category of restricted service licence are: All categories (except M20 Licence) £200 M20 Licence £2,500 Licence Fees 24. Short Term (Temporary) Restricted Service Licences The fee for a Wireless Telegraphy Act (WTA) licence, which is required by all licensees, will become due immediately a licence is granted. It will be collected by the Radio Authority and passed on to the Radiocommunications Agency of the Department of Trade and Industry without deduction. For short term RSLs operating over a period of consecutive days (which will not normally exceed a maximum of 28 days, bur exceptionally may do so) licence fees will be charged on a daily rate as follows: Radio Authority WTA Daily Rate Daily Rate a) AM (medium wave) e.m.r.p. All power levels £13 £15 For short term RSLs operating over a period of non-consecutive dates where the period between the first date of the licence period and the last date of the licence period falls within a period exceeding 28 days the licence fee will be as follows: Radio Authority WTA i) 29 to 140 days £614 £420 ii) Over 140 days £1,114 £420 Radio Authority WTA Daily Rate Daily Rate b) FM (VHF) e.r.p. i) Up to and including 1W £24 £25 ii) Above 1W, up to and inc. 25W £40 £40 c) Other Licences All other short term Restricted Service Licences will be subject to a Radio Authority licence fee of £100 for each per 28 day period or part thereof. d) Application Amendment Fee Requests to amend any details of an application for a restricted service licences must be accompanied by a non-refundable amendment fee of £200. 25. Long Term Restricted Service Licences Radio Authority WTA Annual Licence Fee Licence Fee a) Induction Loop (AM) Licence fee per annum £125 £100 b) Low-powered (FM) Up to and including 50 mW e.r.p. Licence fee per annum £125 £100 c) Low-powered (AM) Up to and including 1 Watt. Licence fee per annum £250 £100 d) Other Licences All other long term Restricted Service Licences will be subject to a Radio Authority licence fee of £1,400 per annum.
LICENSABLE SOUND PROGRAMME SERVICES 26. Application fee £150 27. Licence fee (per annum) £125 Note: For Licensable Sound Programme Services licences granted for periods of less than one year, the licence fee will be apportioned on a monthly basis. 28. Applications for multi-channel Licensable Sound Programme Services operations which are covered by a single licence, will be charged an additional licence fee equivalent to 10% of the standard fees for each additional channel. 29. Application fee £250 30. Licence fee (per annum) £1,320 Note: For Satellite Services licences granted for periods of less than one year, the licence fee will be apportioned on a monthly basis. 31. Applications for multi-channel satellite operations which are covered by a single licence, will be charged an additional licence fee equivalent to 10% of the standard fees for each additional channel.
ADDITIONAL SERVICES (ON NATIONAL FM SERVICES ONLY) 32. Application fee £20,000 33. The licence fees will be charged at a rate equivalent to 10% of qualifying revenue, subject to a minimum fee of £25,000 and a maximum fee of £100,000 per annum.
SUPPLEMENTARY ENGINEERING WORK 34. Work undertaken by the Radio Authority in respect of technical regulation and service area measurements will be charged on a man/day basis as follows: Daily Rate £265 Note: All reasonable costs incurred will also be recovered, including overnight subsistence costs calculated at a rate of £100 per man/day if applicable. 35. Work undertaken by contractors commissioned by the Radio Authority will be recharged at cost.
SPECIAL INVESTIGATION COSTS 36. Licensees shall reimburse to the Authority any reasonable costs incurred by the Authority in connection with or resulting from a breach of any condition in the licence that: a) required the Authority at its sole discretion to arrange for the translation, from one language into another, of any broadcast made by a licensee; or b) requires the Authority at its sole discretion to make arrangements for the verification of the technical performance or the signal strength of the transmission of the licensee.
