The Radio Authority's closing date for receipt of applications for the new regional Independent Local Radio (ILR) licence for the North-East region of England covering most population centres within the former metropolitan counties of Tyne & Wear and Cleveland and neighbouring parts of the county of Durham together with some parts of south Northumberland and North Yorkshire was today (10 March). Fourteen applications have been submitted for this licence on the FM (VHF) waveband. The adult population of the area within which this new service should be received is around 2.0 million.

The Authority will need to conduct at least one 'public interest test' in respect of an application for this licence which is affected by the ownership provisions of the Broadcasting Act 1996. Full details will be issued shortly.

The details of those applying are listed below together with a brief outline of each group's proposed programme format:

  • STATE FM (NORTH EAST BROADCASTING CO. PLC) - The Eco-Centre Windmill Way Hebburn Tyne & Wear NE31 1SR (contact: Lorna Moran 191 261 6940 or Alan Mullett 1952 201179 a greater variety of MOR/AC music from the 60s to the present day relevant to the over 35 year age-group with a blend of stimulating lifestyle features and a daily news service that will give listeners the North East world in three minutes;
  • VIBE FM (NORTH EAST WIRELESS LTD.) - c/o Essex Radio Group Radio House Clifftown Road Southend on Sea Essex SS1 1SX (contact: Lord Redesdale 171 219 3438 or Rob van Pooss 1702 333711 a fresh fun and exciting classic and contemporary dance music station serving people in their teens and twenties across Tyne & Wear and Teesside;
  • VIRUS RADIO LTD. - PO Box 74 Blaydon NE16 3YX (contact: Pete Waterman 161 833 3630 or David Rogers 1865 381800 a sparkling new radio service featuring the very best of new music with interesting and provocative speech elements all clearly aimed at young people.
  • Copies of these applications will be available for public scrutiny in the reference sections of the main public libraries in Newcastle-upon-Tyne Sunderland Middlesbrough and Durham and at the Radio Authority's headquarters in London. The Authority welcomes public comments on the proposals put forward by the applicants and upon the tastes and requirements of listeners in this local area.     The Authority hopes to announce its decision about the award of the licence by the early Autumn.



    1. This is the second regional licence for North-East England to be advertised by the Radio Authority. The first North-East regional licence covering the same area as this was awarded to Century Radio which came on air in September 1994
    2. The Radio Authority is responsible for licensing and regulating Independent Radio in accordance with the statutory requirements of the Broadcasting Acts 1990 and 1996. It plans frequencies awards licences regulates programming and advertising and plays an active role in the discussion and formulation of policies which affect the Independent Radio industry and its listeners.
