as a result of suggestions in response to Multimedia Communications on the Move

Currently we anticipate between three and five licences as a
working hypothesis
Quantity of spectrum for each licence
We appreciate the complexity of this task and are working with our
advisers and industry. There needs to be a balance between spectrum efficiency, the number
of licences and the viability of the spectrum packages that are offered
