Terms of Reference
- The NTS Focus Group is an Ofcom sponsored industry group open to network
operators who have an interconnect agreement with BT. The purpose of the group
is to act as a forum for the discussion of a broad range of issues relating
to the regulation, charging and operation of the UK Number Translation Services
regime.
- The aim of the group is to prioritise and address the NTS issues faced by
network operator stakeholders. In particular, the group will focus on issues
relating to the arrangements for NTS call origination, operator interaccounting
/ billing and the continued development of the UK's NTS market.
- The group will provide a forum at which NTS policy issues can be debated
with industry stakeholders, offering an input into Ofcom's policy with respect
to NTS matters.
- Notes from the meetings will be published on the Ofcom website and regular
progress reports will be provided to the Ofcom Forum.
- The Focus Group will not itself take formal decisions. However, it can be used as a forum for reaching cross industry agreement on particular issues. The group can make recommendations to Ofcom, although final decisions on how the NTS regime should operate and any proposals for reviewing the regime rest with Ofcom, if no agreement can be achieved by negotiation.
