Terms of reference
The Service Providers Forum (SPF) is the primary means for industry stakeholders to be involved in the policy discussions and implementation of processes for indirect access (IA), carrier pre-selection (CPS) and wholesale line rental (WLR). The SPF’s remit does not include issues relating to number translation services (NTS) or FRIACO.
Membership of the SPF is open to all providers of these services – operators and resellers. The SPF will meet monthly.
This group’s main functions are to:
- provide visibility to the industry of progress on implementation programmes for IA, CPS and WLR;
- be a forum for policy discussions relating to IA, CPS and WLR; and
- provide oversight of subsidiary groups such as the WLR and CPS Process Groups, the IT Automation Group, and the Contract Group.
In particular, the group will:
- review at each meeting the progress made by BT against published implementation plans;
- advise Ofcom as to whether any proposed variance from the published product specifications is acceptable;
- provide any industry input that may be required for Ofcom’s forecasting process; and
- discuss any wider policy issues that may arise in relation to IA, CPS and WLR.
Notes of SPF meetings will be produced and circulated within a week of the meeting. These notes will be sent directly to those who attend the meetings or who have requested such minutes. Also, the notes will be posted on the Ofcom website along with relevant papers presented at that meeting.
