In 2007 Ofcom commissioned Spectrum to undertake a review of the arrangements between PhonepayPlus and Ofcom for the regulation of Premium Rate Services (PRS).

The review of the arrangements between PhonepayPlus and Ofcom was published on 5 December 2007. The details are included in the Framework Agreement between PhonepayPlus and Ofcom^(-1-).

We publish Spectrum’s report to inform stakeholders about the options identified. The report contains a description of each of the options and an assessment of each option against the perceived strengths and weaknesses of the existing regime.
