Chase-it TV licence revocation

The licence held by Auctionworld Limited (in administration) ("Auctionworld Ltd") to provide the service known as "Chase-it TV" (TLCS licence no. 568) - a teleshopping channel - has been revoked.

Auctionworld Ltd was the holder of two Ofcom licences for the services "Auctionworld" and Chase-it TV and ceased providing both services on 19 November 2004.

In respect of the Auctionworld service, Ofcom imposed a financial penalty of £450,000 for breaches of Ofcom's Advertising Standards Code and the licence for that service was subsequently revoked on 17 December 2004.

Following a change of control as a result of it being placed into administration in November 2004, the licence for Chase-it TV has now been revoked.

Under section 5 of the Broadcasting Act 1990 (which is reflected in licence condition 29(3)(b)), Ofcom may serve a notice to revoke a licence if:

  1. there is a change in the nature or characteristics of a licensee, or any change in the persons having control over the licensee; and
  2. the change is such that, if it fell to Ofcom to determine whether to award the licence in the new circumstances of the case, Ofcom would be induced not to award the licence.

Accordingly, Auctionworld Ltd was notified that Ofcom was minded to revoke the licence for Chase-it TV, setting out the grounds for revocation described above. The licensee was given the opportunity to make any representations to Ofcom on the grounds of revocation.

No representation from Auctionworld Ltd was received and Ofcom revoked the licence for Chase-it TV, with immediate effect, on 8 February 2005.
