Between 19 November 2020 and 14 January 2021, we consulted on proposed guidance to help providers consider whether they need to notify their services to Ofcom as a video-sharing platform (VSP), under new statutory rules.

There are specific legal criteria which determine whether a service meets the definition of a VSP, and whether it falls within UK jurisdiction. VSPs are responsible for self-assessing whether they meet these criteria; those that do will be required to formally notify to Ofcom from 6 April 2021.

Our statement sets out the responses we received and our final conclusions. Non-confidential responses to our consultation are also available below. Our final guidance, taking into account stakeholder feedback, has been published today.
