Statement: Local TV Limited – Request to change programming commitments

Local TV Limited (“Local TV”) holds a number of local digital television programme service licences across the UK. The services provided under these licences must meet specific content obligations set out in the licence, known as ‘programming commitments’.

Local TV Limited has made a request to Ofcom to change the programming commitments in seven of its licences, as follows:

Birmingham TV
Bristol TV
Cardiff TV
Leeds TV
Liverpool TV
Tyne and Wear TV
Teesside TV

We have decided that, in each case, the changes requested by Local TV Limited amount to a departure from the character of the licensed service. This notice sets out details of Local TV’s proposals and invites representation from people who may be affected by these changes.

We have taken a preliminary view on the requests. We are minded to grant them for the reasons outlined in this document. However, we are seeking views on the requests before we make final decisions.
