Decision – Autonomous Non-Profit Organisation (ANO) TV Novosti

Ofcom has imposed a £200,000 fine on ANO TV Novosti in relation to its service RT for failing to comply with our broadcasting rules, and required a summary of our findings to be broadcast on the channel.

Between 17 March and 26 April 2018, RT broadcast seven news and current affairs programmes dealing with the following issues: the poisoning of Sergei and Yulia Skripal in Salisbury on 4 March 2018, the armed conflict in Syria, and the Ukrainian Government’s position on Nazism and its treatment of Roma Gypsies.

In Ofcom’s Decisions published on 20 December 2018 in issue 369 of the Broadcast and On Demand Bulletin (PDF, 2.2 MB) (“the Breach Decisions”), Ofcom found that each of the seven programmes failed to maintain due impartiality and had breached Rule 5.1 and/or Rule 5.11 and 5.12 of the Ofcom Broadcasting Code.

Ofcom has imposed a sanction on the Licensee of a financial penalty of £200,000. Ofcom has also directed the Licensee to broadcast a statement of Ofcom’s findings on dates and in a form to be determined by Ofcom.

Ofcom will not enforce this sanction until legal proceedings regarding the Breach Decisions have been concluded.
