Ofcom opened an investigation into the potential misuse of "Personal Numbers" (those beginning with 070) allocated to Redstone. It came to Ofcom's attention that Redstone may be using, or allowing the use of, 070 numbers as a contact point for chat-lines and prize-lines where callers are often re-directed to a Premium Rate Service in order to claim a prize.
Under the National Telephone Numbering Plan, 070 numbers are restricted for use solely in connection with Personal Numbering Services (which are used to allow a subscriber to be reached at various destinations using the same telephone number). Ofcom therefore investigated whether Redstone is complying with its obligations under General Condition 17 which, amongst other things, requires communications providers to ensure their networks operate in accordance with the National Telephone Numbering Plan, and to take all reasonably practicable steps to ensure their customers comply with the National Telephone Numbering Plan.
Following correspondence and discussion between Redstone and Ofcom, Ofcom is satisfied that Redstone has disconnected the relevant numbers, and is taking reasonable steps to ensure compliance by its customers with the National Telephone Numbering Plan. Any potential breach has therefore ceased and, as a result, Ofcom has decided to close this investigation.
