Statement: Award of the 2.3 and 3.4 GHz spectrum bands

This document sets out our decisions on competition issues for the forthcoming Auction of spectrum in the 2.3 and 3.4 GHz bands.
The document also sets out our decisions on outstanding aspects of our proposed Regulations for the Auction.
The 2.3 and 3.4 GHz spectrum is needed to provide additional capacity to meet growing consumer demand for mobile broadband. It is important that the frequencies are made available as quickly as possible for the benefit of consumers and industry.
In parallel we are publishing:
- an Information Memorandum for prospective bidders (PDF, 1.6 MB)
- a consultation on the Auction Regulations.
Note on Information Memorandum: Paragraph 7.13 of the Information Memorandum states that applicants seeking to take part in the 2.3 and 3.4 GHz spectrum auction will be able to use a training version of the auction software to run internal mock auctions “throughout the auction”. This is an error in the description, and we are in fact unable to offer this functionality once the auction is underway. The training version of the software will therefore be available for use by applicants only until the start of the auction i.e. when the schedule for the first round of bidding in the principal round is released to qualified bidders.
Note on statement: On 30 August 2017, we published an updated version of the statement to correct paragraph numbers at the end of section 5. This version does not include any other changes.
Note on statement annexes: On 25 July, we published an updated version of the annexes to the statement, correcting the header row of Figure A9.1 on p.194.
Note on consultation: In this revised version of the consultation, Ofcom has removed some of the redactions previously contained at footnote 39, paragraph 4.69, and paragraphs 4.81 to 4.83.
Note on responses: On 27 April 2017, we published a revised version of H3G’s main response, containing fewer redactions.
