This document sets out proposals to auction spectrum in the 700 MHz and 3.6-3.8 GHz bands.
In December last year (2018) we consulted on proposals that included the opportunity for bidders to get a discount on the cost of the spectrum in return for accepting obligations to improve mobile coverage. These proposals prompted the four mobile network operators to put forward binding voluntary commitments to improve mobile coverage through a “Shared Rural Network”. This will deliver better coverage outcomes for consumers than could have been delivered by our proposals.
We are now consulting on revised proposals for the auction design without coverage obligations, which reflect this material change in the relevant circumstances.
