Digital Dividend Review - This document consults on the proposed approach to the award of the digital dividend spectrum (470-862MHz)

In July 2008, we published a consultation document on the detailed design of the award of spectrum to a band manager with obligations to users for programme-making and special events (PMSE). This is one of three awards of the digital dividend – the spectrum being freed up by digital switchover. The release of this spectrum has been the focus of our Digital Dividend Review since we launched it in 2005.

In our consultation document, we set out our proposals for how PMSE users would access spectrum in the future. We stated our view that it is right to move to a market-based approach but that we must achieve this in a way that both avoids significant disruption to PMSE users and facilitates their participation in such an approach to spectrum access. The document outlined the proposed measures that would achieve this outcome, one of which was that we would select the band manager through a beauty contest.

Since the publication of the consultation document, we have received a request to release details of the level of licence fee receipts for each spectrum band currently allocated to PMSE use. These receipts are collected by JFMG, which currently licenses access to spectrum for PMSE users on our behalf. Such information would be a necessary input into developing any business plan prior to applying to become the band manager. We therefore agreed to provide this information.

We are legally required to conduct the selection of the band manager through an open, transparent and non-discriminatory procedure. We are therefore publishing these figures so that all prospective applicants for the band manager role can make the same informed decisions about any future application.

A full list of licence fee receipts for the bands that we have proposed to award to the band manager can be found in annex 1. Annex 2 contains a list of licence fee receipts for those bands that we have proposed not to award to the band manager. Both lists are for the year September 1, 2007 to August 31, 2008.
