Ofcom has been requested by the Secretary of State (Culture, Media and Sport) to develop a measurement framework for media plurality.
With this document, we are inviting early input from stakeholders on the indicators that such a framework should include. We also provide details on the Secretary of State's request and discuss relevant background to it.
