TV access services 2016: Q1 and Q2

The first bi-annual report for 2016 on the provision of access services (subtitling, signing and audio description) by broadcasters under the Code on Television Access Services shows the cumulative position from January to June 2016. The Code on Television Access Services sets out the obligations applying to broadcasters.

Most domestic channels are continuing to comfortably exceed their requirements. However, ITVBe only provided 0.5% of its content with audio description against a requirement of 2.5%. ITV has told Ofcom this shortfall was caused by issues arising from difficulties in audio describing ‘reality’ programmes that make up much of the channel’s schedule. The broadcaster has assured Ofcom that it has now overcome these difficulties and it will have met the full obligation by the end of the 2016. 

Domestic channels with an audience share of between 0.05% and 1% have the option to broadcast either 30 minutes of sign-presented programming each month or to participate in Ofcom-approved alternative arrangements that contribute to the availability of sign-presented programming. Where "Alt" is shown against a channel in the table below, this indicates that the broadcaster is contributing to the British Sign Language Broadcasting Trust (BSLBT), which commissions sign-presented programming and is broadcast on the Community Channel and Film4.

2016 marks the third year that non-domestic channels licensed by Ofcom have been required to provide access services. While the majority have met their obligations, a number have not. Ofcom takes this opportunity to make clear that we expect these broadcasters to have made up any shortfall in their subtitling or audio description provision by the end of the year.

In lieu of the signing arrangements set out in the Code on Television Access Services, all non-domestic broadcasters elected to provide an additional 5% of content with subtitles. Ofcom will be setting out its long-term position on signing provision by non-domestic broadcasters in the coming weeks.

We expect to publish the next access services report in March 2017, and it will set out the data from the second half of 2016 to provide a cumulative figure for 2016.
