Report to the Secretary of State on the operation of the media ownership rules listed under Section 391 of the Communications Act 2003

Parliament has put in place media ownership rules for television, radio and newspapers including the media public interest test. Taken together, the rules are intended to protect the public interest by promoting plurality and preventing undue influence by any one, or certain types of, media owner.

Ofcom has a statutory duty to review the operation of these rules and report to the Secretary of State for Digital, Culture, Media and Sport at least every three years.
