Consultation: Enabling short notice, short duration licences in 2.3 GHz

In this consultation we propose a new ‘short notice, short duration’ licence for indoor and outdoor use, through which a mix of users could share access to 2320-2340 MHz.

We want to enable existing spectrum users to grow and innovate whilst also allowing new services to share the scarce spectrum resource which Ofcom manages.

In this consultation we propose a new ‘short notice, short duration’ licence for indoor and outdoor use, through which a mix of users could share access to 2320-2340 MHz.  

We envisage that this new licence could support a range of use cases, including use of 5G cameras for breaking news stories, sports coverage, pop-up mobile coverage and private network demonstrator events.

We have developed this proposal following our Shared Access Review (2024), where significant interest emerged for short notice and temporary access to spectrum, especially where it was supported by a mobile equipment ecosystem.

This proposal to make available new short notice licences aligns with our overarching spectrum policy objectives, including to support innovation, optimise spectrum use, and facilitate economic growth.
