Statement: Supporting innovation in the 100-200 GHz range

In light of responses to our consultation on supporting innovation in the 100-200 GHz range, published on 17 January 2020 and updated on 7 February, we have published a further consultation on additional details about the technical analysis underlying our proposals and are inviting any comments that stakeholders might have. The main content of this consultation is as follows:

• Section 2 provides an updated version of our Coexistence analysis with Earth Exploration-Satellite Services (passive) (Annex 6 to the January 2020 consultation), containing further clarifying information about the assumptions underlying our technical analysis. All material in Section 2 which is additional to that which was published in our January 2020 consultation (as Annex 6) is presented in grey boxes.
• Section 3 sets out further details of the coexistence analysis which informed our January proposals.

For the avoidance of doubt, this information does not modify the proposals that we made in the January 2020 consultation nor our underlying analysis. We welcome comments on the further information we are releasing by 17 June 2020.

We have published a second version of our “Supporting innovation in the 100-200 GHz range” consultation, initially published on 17 January 2020, to incorporate a number of clarifications, including on the proposed technical conditions that would apply to licensed devices used indoors. This is reflected by the following changes to the document:

Section 5

• In Section 5, we have amended paragraphs 5.2, 5.8, 5.9, 5.12 and 5.20-5.23, including Table 5.1, to clarify that EIRP limits at angles relative to the main beam in elevation and the antenna pointing restriction would apply to outdoor use only under the proposed licensing regime.

Annexes

• In paragraph A6.23, we have corrected the ITU Recommendation number to ITU-R RS.1813-1.
• In paragraph A6.29, we have clarified that lower EIRP limits at specified angles and the antenna pointing restriction would apply to outdoor use only under the proposed licence exemption regime.
• We have amended paragraphs A6.34-A6.36, including Table A6.2, to clarify that lower EIRP limits at specified angles and the antenna pointing restriction would apply to outdoor use only under the proposed licensing regime.
• In the draft IR 2030 amendments at annex 7 and draft new UK IR 2106 at annex 8, we have amended six instances of “Out of band emissions should be limited to -10 dBm/MHz” to “Out of band emissions must be limited to -10 dBm/MHz”.
• In both tables of the draft new UK IR 2106 at annex 8, we have clarified that lower EIRP limits at specified angles and the antenna pointing restriction would apply to outdoor use only under the proposed licensing regime.
• In Schedules 1 and 2 of the draft licence at annex 9, we have clarified that lower EIRP limits at specified angles and the antenna pointing restriction would apply to outdoor use only under the proposed licensing regime.
