Ofcom plays a vital role to make communications work for everyone in Wales.  

We ensure the unique communications interests of people in Wales are included in Ofcom’s policymaking and that Ofcom’s work is understood in Wales. We keep in touch with the views and opinions of citizens and consumers, the regulated industries and stakeholders more generally across Wales.

We ensure the experience and expertise of Ofcom’s Advisory Committee, Main Board, Content and Communications Consumer Panel members for Wales also feed into our work. And, where relevant, we proudly promote and facilitate the use of the Welsh language in our work.  

Philip Henfrey, Director, Wales 

Phil leads Ofcom’s dedicated team in Wales in addition to being our senior leader in Wales for the 20+ colleagues working across Ofcom’s remit who are based in our Cardiff hub. Phil joined Ofcom in July 2024 having spent 17 years leading ITV Cymru Wales.

Meleri Evans, Regulatory Affairs Manager

Meleri works across all policy areas focusing on relationships and engagement with stakeholders across our remit in Wales. Meleri first joined Ofcom in 2005 as a Communications Manager and re-joined in 2020 having worked in policy development, public affairs and communications.

Bethan Williams, Regulatory Affairs Manager

Bethan focuses on our Online Safety and Media Literacy work in Wales alongside her wider relationships and engagement work with stakeholders. Bethan first joined Ofcom in September 2024 as a Policy Manager in Online Safety having worked previously in policy roles at Prince’s Trust Cymru and Ministry of Justice.

Vacancy, Regulatory Affairs Manager

Our Regulatory Affairs Managers play a key role in supporting the Wales Director in representing Wales within Ofcom and Ofcom within Wales. They work as part of a Regulatory Affairs team to maintain stakeholder, industry and internal relationships to provide input and advice on the unique communications needs of people in Wales and influence policy outcomes.

Vacancy, Head of Welsh Language Unit

Ofcom supports the Welsh language in its work in Wales promoting and facilitating its use where relevant. This new leadership role is responsible for establishing and managing Ofcom’s Welsh Language Unit. The unit’s aim is to empower colleagues across the organisation by devising, advising on, maintaining, and communicating Ofcom’s approach to its Welsh Language Standards.  

Ella Breeze, Executive Assistant/Office Manager

Ella provides executive support to the Wales team, manages our Cardiff office and supports our programme of engagement and stakeholder events across Wales. Ella joined Ofcom in July 2024 having spent 5 years as Administrative and Educational Support Officer at Amgueddfa Cymru- Museum Wales.

Beth Owen, Welsh Language Associate

Beth is a Welsh language specialist, responsible for advising internal teams and overseeing the day-to-day high-quality delivery of Welsh language translations and services. Beth joined Ofcom in December 2024, following four impactful years at Citizens Advice, where she led the organisation’s Welsh language services and drove forward its commitment to ‘Active Welsh Language Offer’ and bilingualism.

Ffion Hughes, Welsh Language Social Media Associate

Ffion creates captivating content across various platforms, playing a crucial role in promoting our initiatives and engaging audiences in Wales. Since joining Ofcom in July 2023, Ffion has utilized her expertise to significantly enhance our digital presence within the Welsh-speaking community. Before joining Ofcom, Ffion served as a Marketing Manager on Welsh Government projects, where they focused on supporting young people.
