Consultation: Modernising the BBC’s Operating Licence

Audiences should be central to the BBC's activities and Ofcom’s regulation of the BBC. However, what audiences want, and how they watch and listen to content, is changing.
Ofcom's regulation should enable the BBC to respond to this changing behaviour, while firmly holding it to account for delivering its Mission and Public Purposes agreed by Parliament. This consultation considers how the BBC's Operating Licence needs to be updated to ensure it remains effective, now and in the future, and sets out our proposal for how a digital multiplatform Licence, rooted in delivery for audiences, will achieve that.
