We are investigating whether Duplanto Ltd has failed, or is failing, to comply with its duties under the Online Safety Act 2023 to prevent children from encountering pornographic content on its service through the use of highly effective age assurance.

On 30 March 2026, we closed our investigation into Duplanto Ltd in relation to the adult site www.pornhaven.ai, which it operates.
We opened an investigation on 30 July 2025 due to concerns that Duplanto Ltd had not implemented highly effective age assurance measures to prevent children from encountering pornographic content, as required under section 12 of Part 3 of the Online Safety Act 2023 (‘the Act’), by the deadline of 25 July 2025.
Shortly following the duties coming into force, Duplanto Ltd restricted access to its service for people with UK IP addresses, reducing the likelihood that children in the UK will be exposed to pornographic content present on its service, meaning safer online experiences for them. Having reviewed all aspects of the investigation, we consider that it is no longer an administrative priority to pursue enforcement action, in line with our general approach to enforcement, as set out in our Online Safety Enforcement Guidance.
We have closed our investigation without making any findings as to Duplanto Ltd’s compliance with its duties.
Duplanto Ltd remains subject to obligations under the Act and Ofcom will continue to monitor its service. Should new concerns arise – including if restrictions to users with UK IP addresses are removed and pornographic content is available before such users complete a highly effective age check - Ofcom’s Enforcement team may revisit this decision.
On 30 July 2025, under our enforcement programme to protect children from encountering pornographic content through the use of age assurance, we opened an investigation into Duplanto Ltd in relation to the adult site pornhaven.ai. We delayed the public announcement of the investigation for administrative reasons.
Ofcom’s investigation will examine whether there are reasonable grounds to believe that the provider has failed, or is failing, to comply with its duties under section 12 of the Act, which requires services to prevent children from encountering pornographic content through the use of highly effective age assurance. These duties have applied since 25 July 2025.
Ofcom’s Online Safety Enforcement Guidance sets out how Ofcom will normally approach enforcement under the Act. This includes our approach to information gathering and analysis and the procedural steps we must take to fairly determine the outcome of the investigation.
We will provide an update on the investigation in due course.
