Call for input on UK preparations for WRC-27

This document describes UK provisional views and positions for WRC-27. We are seeking input on the development of these views and positions and how they should evolve as we continue the UK preparations for WRC-27.

The use of radio spectrum, and its role in today’s technology focused society, has never been so important. Most of us make direct use of spectrum in our everyday lives when we use mobile/smart phones, laptops, tablets, for accessing webservices, social media and for watching television. Use of spectrum also plays a role in delivering broadband to homes and businesses, whether via wireless or satellite, where the fixed network is not available. Outside these more familiar examples, radio spectrum is also used for many other purposes including for aviation, maritime and by the scientific community for the detection of emissions from space (radio astronomy) and environmental monitoring.

To assist this international usage, frequency band harmonisation plays a pivotal role. The most important global spectrum harmonisation activity are World Radiocommunication Conferences (WRCs), of the International Telecommunication Union. These Conferences are held approximately every four years and take key decisions concerning the identification and international harmonisation of spectrum bands.

The next WRC will take place in October/November 2027 and Ofcom represents the UK at WRCs. As undertaken regularly for forthcoming WRCs, this document sets out the key issues that will be considered at this conference and explains why they matter to the UK.
