We are proposing a short-term authorisation for the current licensees EchoStar and Viasat, alongside seeking stakeholder views on potential approaches to the longer-term UK authorisation of the 2 GHz MSS band.
The existing authorisations for the 2 GHz MSS band (1980 – 2010 MHz and 2170 – 2200 MHz) expire in May 2027. We are proposing to continue to authorise the incumbent licensees (Viasat and EchoStar) to access this spectrum for a period of 3 – 5 years. During this period we will determine the UK approach to the longer term use of the band.
To implement this approach, we are proposing to introduce a new licence under the Wireless Telegraphy Act 2006 that authorises the existing Complementary Ground Component (CGC) Network operation to continue, currently utilised by Viasat, alongside keeping the relevant Licence Exemption Regulations in place.
In the longer term, there is significant interest in use of this spectrum for a range of services. We are keen to take a decision on longer-term access to this band as soon as we have a better understanding of the uses most likely to deliver the largest benefits. To that end, we are seeking stakeholder views on potential approaches to determining longer term access to these frequencies in the UK.
