Consultation: Notice of proposals to make the Wireless Telegraphy (Licence Charges) (Amendment) Regulations 2027

Published: 30 October 2026
Consultation closes: 4 December 2026
Status: Open

We are proposing to implement previous policy decisions taken by Ofcom relating to spectrum licence fees by making new regulations (Proposed Regulations).

These would amend the existing 2020 Regulations in relation to the following areas:

  • Implement our decision to replace the current approach to charging for Satellite (Earth Station – Non-Geostationary) (NGSO) licences and align it with the Satellite (Permanent Earth Station) (PES)  licence. This will replace the current flat cost-based fee with administered incentive pricing (AIP). It will also amend aspects of the Satellite PES fee formula used for GSO gateways, which are already charged on an AIP basis, to ensure a consistent approach across similar services.
  • Reflect our decision to introduce two new licence products in the 1900 MHz band (1900-1920 MHz) which was spectrum that had not been used since its award in 2000. Specifically, this proposed statutory instrument would introduce charges for the following:
    • Spectrum Access (Future Rail Mobile Communication System) 1900-1910 MHz licence class; and
    • Spectrum Access (Emergency Services Network) Gateways 1910-1915 MHz licence class.

We are also proposing to make some administrative amendments to the 2020 Regulations in relation to how we manage staged payments.
