This document is about regulation of access to Sky’s satellite platform to enable third parties to provide interactive services to end-users, such as ‘red button’ services including alternative videostreams, voting and gaming.
The current regulation is imposed by the Access Control Continuation Notice, which seeks to ensure that Sky offers access to its set-top boxes on fair, reasonable and non-discriminatory terms.
Following two consultations and revised commitments offered by Sky, in this statement we set out our final conclusions on whether or not we should impose new regulation when the Access Control Continuation Notice is removed. We also discuss our approach to on-demand services and new types of interactive services on TV platforms.
