Statement: Updates to Ofcom’s Guidance for assessing changes to BBC’s public service activities

Following changes made by Government to the BBC Framework Agreement in December 2025, we consulted in January 2026 on updates to our Guidance.

We have decided to proceed with the changes, with a limited number of clarifications and drafting refinements proposed in responses.

This Statement sets out our decisions and the updates we are making to the Guidance.

We have also published our updated Guidance. This will take effect from 16 June 2026.
