Ofcom received a request from Rush FM Limited (or “the Licensee”) to change its Key Commitments. As the proposed change would substantially alter the character of the service, the request was subject to consultation. This statement outlines the request received from the Licensee, and Ofcom’s decision on the request.
Ofcom has decided to approve the Key Commitments change request submitted by Rush FM Limited, which holds a community radio licence for Farnborough broadcasting as ‘Glow Radio’. The Licensee will make the following changes:
- Change its character of service, such that the target community for the station is “the people who live, work and study within its licensed area” instead of “under-40s who live, work and study in Farnborough and surrounding areas”.
- Change the social gain aim specified in the character of service from “…provides dedicated shows to provide a voice to local young people and showcase their talents, and works with the community to find opportunities to teach young people new skills through courses and training” to “…providing some dedicated output to provide a voice to under-40s. Its local on- and off-air activities benefit the people, businesses and volunteer and charitable organisations of the licensed area, while fostering a sense of social cohesion.”
