This consultation sets out Ofcom’s proposals for the regulation of the fixed telecoms markets that underpin broadband, mobile networks and business connections in the Hull Area for the five-year period from November 2026. Our proposals are designed to encourage and promote competition and investment for the benefit of consumers and businesses.
Access to high-quality, reliable and secure networks is central to all aspects of our digital lives and a key driver of economic growth. This is why ensuring that UK consumers have access to high quality full-fibre and gigabit-capable networks and services is a priority for Ofcom.
People and businesses in the Hull Area already have access to full fibre broadband as KCOM, the incumbent provider, completed its rollout in 2019. However, they have historically had far less choice and not enjoyed the benefits that competition can deliver compared to the rest of the UK, with KCOM retaining a near monopoly at both the wholesale and retail level.
