The Ofcom Scotland team represents Ofcom in Scotland and Scotland in Ofcom. We ensure that we keep in touch with the views and opinions of citizens and consumers, the regulated industries and stakeholders more generally in Scotland, and factor these in to our policy and decision-making.
We do this by consulting through regular industry and political contact, hosting events to discuss key policy issues, and ensuring that as wide a variety of stakeholders as possible are aware of our work.
We deal with all aspects of Ofcom's remit, and provides input and advice on issues (as they apply to Scotland) to policy and project teams across Ofcom. The experience and expertise of Ofcom's Advisory Committee for Scotland and its Content Board and Communications Consumer Panel members for Scotland also feeds in to our work.

Glenn Preston, Director, Scotland
Glenn heads the Ofcom Scotland team in addition to being our senior leader in Scotland where we have around c50 multi-disciplinary colleagues from across Ofcom’s Groups.
Glenn joined Ofcom in October 2016 having spent 17 years in the Civil Service. Between 2011 and 2013 he was the Deputy Director for Information Rights at the UK Ministry of Justice (including acting as the lead sponsor for the UK Information Commissioner’s Office) and from 2013 to 2016 he was the Policy Deputy Director at the Office of the Secretary of State for Scotland.
He held a wide variety of policy posts in the Scottish and UK Governments covering rural diversification and strategy, constitutional policy and intergovernmental relations, human rights, freedom of information and data protection.

Mark Smith, Regulatory Affairs Manager
Mark joined the Ofcom Scotland team in September 2021 and leads on all telecommunications, consumer and postal issues in relation to Scotland. This includes directly managing key stakeholder relationships in Scotland, leading engagement and shaping our relationships with industry, consumer groups and MSPs. He is also responsible for producing our annual ‘Connected Nations’ communications infrastructure report for Scotland. Mark regularly meets our key stakeholders in Scotland to ensure they are kept informed of Ofcom’s programme of work.
Mark joined Ofcom following two years at the UK’s financial services regulator, the FCA, where he helped build the regulators presence and engagement in Scotland. Prior to joining the FCA, Mark worked at the Law Society of Scotland for five years and held various public policy and communications roles.
Mark studied History at the University of Glasgow and graduated with an MA (Hons) degree in 2012.

Stefan Webster, Regulatory Affairs Manager
Stefan joined the Ofcom Scotland team in March 2019 and leads on broadcast matters in Scotland across TV and radio. This includes fulfilling Ofcom’s duties in relation in to gaelic-language broadcasting, the promotion of our publications and managing our stakeholder relationships with policy makers and Scotland’s creative sector.
Stefan joined Ofcom in 2014 and was an analyst in our Market Intelligence team for four and a half years. During that time he contributed to key research reports such as the Communications Market Report and Media Nations and worked on Ofcom’s first BBC operating licence and performance report.
Stefan studied law at the University of Edinburgh and graduated with first-class honours in 2010.

Lauren Galloway, Regulatory Affairs Associate
Lauren joined the Ofcom Scotland team in July 2021 and leads on Online Safety matters in Scotland. This includes leading our engagement with the Scottish Government and Parliament on our new duties relating to the regulation of Video Sharing Platforms and Online Safety and keeping key stakeholders in Scotland up to date on our new responsibilities.
Lauren began the Ofcom graduate scheme in 2019. As a graduate, she worked on major Ofcom reports such as Connected Nations and Media Nations and gained experience working in Spectrum Policy, Consumer Policy and our Market Intelligence team.
Lauren has a degree in Politics and a Masters with Distinction in Political Communication from the University of Glasgow.

Debra Hughes, Office Manager / Senior PA
Debbie joined Ofcom at the end of January 2011 after working in a pensions department for a large insurance company for over 20 years.
Debbie is PA to the Director and is also the Office Manager for the Edinburgh office. She also looks after the administration for the Nations team in Scotland.
