Online safety super-complaints expression of interest form

Published: 23 October 2025
Last updated: 10 February 2026

This is the expression of interest webform for organisations looking to make a super-complaint under the Online Safety Act 2023.

Please read our final super-complaints guidance and super-complaints webpage before contacting Ofcom via this webform.

This is only intended for organisations that are eligible to make a super-complaint. See the final super-cmplaints guidance (PDF, 6.25 KB) for more information.

If you are a member of the public concerned about something you have seen online, you can let Ofcom know via our complaints portal.

What happens next?

For security reasons, we will only make the super-complaints submission mailbox available on request. An Ofcom colleague will be in touch as soon as possible to discuss your super-complaint. We will send you a copy of the submission template to complete and provide access to the submission mailbox.

Organisations should complete the submission template and prepare the supporting information, then submit to this mailbox.

The eligibility assessment time-limit will start once we receive the completed submission template and supporting information.
