Draft Determination to resolve a Dispute between Cable & Wireless Access Limited and BT relating to BT’s charges for connecting new customers to fully unbundled local loops

This dispute concerns BT’s charges for connecting new customers of C&WA to fully unbundled local loops between 16 December 2004 and 30 June 2006 and specifically whether BT over-charged C&WA in relation to site visits carried out by BT engineers to establish those connections.

It also considers whether in providing certain inputs in the wholesale local access market with a reactivate facility, BT unduly discriminated in favour of its own downstream business.
