Consultation on Openreach commercial offers
In June 2026, Openreach notified a set of commercial offers for Fibre to the Premises (FTTP) and Ethernet wholesale services. We promptly issued a Call for Inputs (CFI) to get stakeholder views on these offers and gathered evidence from market participants to inform our assessment of them.
In this consultation, we provide our provisional views on whether these offers raise competition concerns under the regulatory framework established in our Telecoms Access Review 2026-31 Statement.
We propose to direct Openreach to withdraw its Incremental New to Openreach Customer Offer. We are not proposing to intervene in relation to Openreach’s other notified offers.
The consultation closes at 5pm on 27 August 2026.
Responding to the consultation
Please submit responses using the response form no later than 5pm on 27 August 2026.
On 30 July 2026, Openreach notified an amendment to the Equinox contract that extends the Equinox offer to its FTTP footprint released Ready For Service by 31 March 2027. This is set out in Openreach’s published ACCN OR1119 and associated customer briefing. This amendment is defined as both a conditional offer and a geographic offer under our rules.
If stakeholders identify specific competition concerns in relation to this particular amendment, these should be provided in writing by 27 August 2026. Stakeholders may include any such comments with their response to the Consultation: Openreach’s proposed commercial offers.
