We’ve launched a discussion paper on what we think good mobile connectivity should look like and how to improve it.

Mobile connectivity now underpins how people live, work and travel – but in the UK it is too often not good enough. Better mobile connectivity is critical to supporting economic growth and enabling digital inclusion.

This discussion paper sets out what we think good mobile connectivity should look like for people and businesses, why current provision falls short, and what needs to change to deliver good, reliable connectivity across the UK. We explain how recent market changes are likely to help, and where further action may still be needed.

Good, reliable mobile connectivity will require a national effort, with industry, government, local authorities, landlords and others playing their part.

The paper will form the basis of our engagement on these issues with stakeholders. We will use responses to this discussion paper and feedback from stakeholders to target our work to support improvements in mobile connectivity across the UK.

We will provide an update in early 2027, setting out what we have learned and how it will shape our priorities and next steps.
