Between 12 May and 23 June 2025, Ofcom consulted on a proposed amendment to Rule 5.3 of the Ofcom Broadcasting Code to restrict politicians from presenting news in any type of television or radio programme. The consultation also sought views on proposed amendments to Ofcom’s Guidance on this rule. This statement summarises the consultation responses and sets out our conclusions.
What we have decided – in brief
The consultation has enabled us to explore the debate about the issue of politicians as presenters of news. Having taken account of a wide range of views, we do not consider there is a need to change the wording of Rule 5.3 and the Guidance as we originally proposed. Rule 5.3 will remain in its current form.
However, we have amended the Guidance on Rule 5.1 to clearly explain the interaction between Rule 5.1 (which requires due accuracy and due impartiality in news) and Rule 5.3 (which restricts politicians from presenting news programmes). In addition, we have amended the definition of “politician” and made further changes to the Guidance on Rule 5.3 to provide greater clarity for broadcasters. The amended Guidance for both rules is now in force.
We recognise that this is an area on which we must stay attuned to evolving audience expectations. We will therefore explore conducting further research into audience attitudes towards news and current affairs content on television and radio.
