Ofcom opened an enforcement programme in January 2025 into age assurance measures across the adult sector, initially focusing on regulated providers’ compliance with the Part 5 duties. Ofcom expanded this programme in July 2025 to include the implementation of age assurance by services that allow user-generated pornographic content (part 3 services).
We are now investigating whether Novi Ltd has failed/is failing to comply with its duties under the Online Safety Act 2023, including its obligation to protect children from encountering pornographic content through the use of highly effective age assurance.

We have today closed our investigation into Novi Ltd in relation to the service Joi.com, which it operates.
We opened an investigation on 15 January 2026 due to concerns that Novi Ltd had not implemented highly effective age assurance measures to prevent children from encountering pornographic content, as required under section 12 of Part 3 of the Online Safety Act 2023 ("the Act").
During our investigation, Novi Ltd implemented age assurance measures on Joi.com. Having reviewed all aspects of the investigation, we consider that it is no longer an administrative priority to pursue enforcement action, in line with our general approach to enforcement, as set out in our Online Safety Enforcement Guidance.
We have closed our investigation without making any findings as to Novi Ltd's compliance with its duties under the Act.
Novi Ltd remains subject to obligations under the Act and Ofcom will continue to monitor its service. Should new concerns arise, including in relation to the effectiveness of the age assurance measures deployed on Joi.com, Ofcom's Enforcement team may revisit this decision.
Today we have opened an investigation into Novi Ltd, (in relation to the Gen AI site, Joi.com). Ofcom is concerned that the provider may not have implemented highly effective age assurance measures to prevent children from encountering pornographic content on its service, as required under section 12 of the Online Safety Act 2023 (‘the Act’). Ofcom is also concerned that the provider may have failed to comply with its duties under section 36 of the Act to carry out and retain a written record of a children’s access assessment.
Ofcom’s investigation will examine whether there are reasonable grounds to believe that this company has failed, or is failing, to comply with its duties under sections 12 and 36 of the Act, including its obligation to protect children from encountering pornographic content through the use of highly effective age assurance.
