Addendum: on 17 August 2007 the following changes were made to the document:
On 18 July 2007 Ofcom published a consultation Arrangements for porting phone numbers when customers switch supplier. Ofcom has subsequently been asked by at least one stakeholder to publish further information relating to the sensitivity analysis at Annex 5 to the consultation.
Having considered the request, Ofcom has decided to publish the additional information for the benefit of all stakeholders. This can be accessed in the document 'Additional data on the sensitivity analyses' below.
When preparing the additional material, Ofcom noted a number of small arithmetical errors in the calculations underpinning the figures in the table entitled Summary of Sensitivities contained in Annex 5 to the consultation published on 18 July 2007. A corrected table titled 'Corrected summary of sensitivities' can be accessed below. The consequent changes to the text of annex 5 can be found in the corrected consultation document below. Changes are limited to the stated NPV of each of sensitivities 2 to 5 and the assumed increase in capital expenditure in sensitivity 6.
As a result of the Competition Appeal Tribunal’s judgment in Vodafone v Ofcom, of 18 September 2008, the modifications made to General Condition 18 of Part 2 of the General Conditions of Entitlement by Ofcom’s concluding statement entitled “Telephone number portability for consumers switching suppliers” dated 29 November 2007 have been set aside.
Communications Providers are referred to the Consolidated Version Of General Conditions as at 15 August 2007 (including annotations) which sets out the current number portability obligations.
